I am having a lot of issues. I created my ESM it is a Medium ESM, I exported the landscape and named it akilacity.btd after the worldspace. I packed that into an archive and also even tried running it with the file loose in the directory. Still not working. I imagine that this is an issue with me trying to change the terrain of a major POI, but there doesn't seem to be any solutions for this anywhere.
