I checked my weaponspeedmult via player.getav weaponspeedmult and it returned 1.00. I then shouted level 2 elemental fury and I started swinging in slow motion. I used player.getav weaponspeedmult in the console and it came back as 0.00. After elemental fury wore off I was still swinging slowly and checking the av showed it was still at 0.00. I tried then using setav to 1.00 and it remained at 0.00. I do not have any mods installed designed to alter shouts. If anyone has any ideas I am all ears.
