What are the "input.scene" and "output.tome" files responsible for?

These two files are located in the folder where CreationKit.exe and Fallout4.exe are located. Apparently, the size of these files only changes when I create PreCombines in CK, but I could be wrong. I Googled, but didn't find anything clear.
