Fallout New Vegas heavy frame drops when loading stuff in

So recently I've been starting to try and play new vegas again and after switching over to Mo2 and re-installing a lot of mods because the last time I played my performance sucked. I think I changed some ini file that f*#@ed it over a long time ago and I don't remember what I changed. The frame drops happen every time I move about 40ft from where I was standing and last like around 2 seconds. Also before you ask, I have a good pc that can well run games with much higher quality textures and assets than my fnv mods. I'll drop my modlist below.
