BEES is only needed when using mods in SE versions older than 1.6.1130.  Are you using SSE Engine Fixes ( https://www.nexusmods.com/skyrimspecialedition/mods/17230 ) or SSE Fixes ( https://www.nexusmods.com/skyrimspecialedition/mods/10547 )?  Both were intended to help with FPS drops.  I think that there was at least one more mod, but my memory fails me.

Even in the vanilla game, Falkreath is a known trouble spot for FPS, and mods like Nature of the Wildlands only worsen the issue. You can try eFPS - Exterior FPS boost but patching this mod can be a lot of work. You can also lower your shadow distance and shadow resolution, which should give you a few frames back.
