This can happen if the mods don't replace the same file, but the order in which the mods are loaded still changes the game behavior in some way. Maybe the mods replace internal game data on loading, and whichever one loads last overwrites the first in some way. Obviously, some games are more prone to this than others. I tried going to "Manage Rules" to create "load after" rules for this scenario, but it just displays "You have no file conflicts. Wow!" and doesn't allow me to create rules: Instead, I did the "drag the dependency icon" method: This works, but is very cumbersome if you have to scroll since Vortex's support for scrolling while dragging the icon is not great. After that, I appear to have rules set, though I still cannot see them under "Manage Rules" and must delete them and re-add them if I wish to change anything.
