Using powers messes up game controller

In typical Skyrim fashion... yesterday I was playing absolutely fine, and today I try to play and a bug has started happening even though nothing was changed. (Didn't even turn off the computer between sessions)

Anyway, what's actually going on is this;
I use a gamepad to play. Steam treats it as an xbox controller, which it's supposed to do. it works absolutely fine for all games, and was working fine yesterday.
NOW, when I press whichever button is set to use power/shout, for some reason, the camera starts to move extremely slowly. but weirdly if I continue to hold the button and move the right thumbstick, it works like normal.
So for example when I discovered this I had shout/power set to LB and after pressing it, this bug occurs, but if I hold LB and move the thumbstick it works like normal?
I realised also that in menus and such it was activating the mouse cursor, and was causing it to behave really weirdly in the perks selection screen. Also in that screen the right thumbstick was moving the mouse cursor on the screen.

I have any options in steam that try to use the game controller to mimic mouse/keyboard functions turned OFF.

Literally the only thing I changed before loading the game was I was trying to fix the ancient falmer snow elf mod cus they all had ugly yellowed sclera eyes that didn't look like the mod so I was moving it around trying to see if it would fix the eyes (it didn't), so that's the only thing I moved. Nothing else changed.
Also, I seem to recall this happening before. I remember something like this bug with the camera occurring last time I played. Completely different controller at the time. No updates or anything have been done since then.

If I switch to a different window, and click back on Skyrim, then it temporarily fixes the problem. 
It DOES NOT MATTER which button is bound to use power/shout, it will happen either way. It also happens if I have no power equipped.

I have done tons of searching to try and find out what might be causing this but I can't tell. Short of reinstalling like 216 mods from scratch one by one to see what causes it, I was hoping that anyone else has maybe got an idea of what causes this to happen.
