Loading screen Getting Stuck while changing areas and how to avoid that/mod idea

My loading screens most of the time get stuck while changing area , i already did anything including installing mods to avoid that but nothing changes and when it happens im forced to close the game, by doing that i noticed that if i try to reopen the windowed game when i press the Windows key instead of closing it it istantly cancel the loading time, no matter how much time the loading should take, it load istantly and SOMETIMES it f*#@s up the resolution so im forced to save,close and reopen the game, sometimes it works and let me to play istantly any scenario without waiting the loading time so my thoughts are this:

 

if it totally skip the loading time by doing this it means is a bug right?, its not about specs or about the game developed like that. so why no one check this and create a mod/patch to fix this annoying thing that totally ruins the game sometimes?

(i have only The unofficial fallout patch installed, no other mods, but even with mods this trick works and loading screens are slightly longer and this bug still happens)
