ghost of tsushima mods don't work

This problem is that no mods (files with psarc permission) are accepted by the game, which is why it does not start, or with an error

We managed to find out experimentally that the game does not allow you to add more than 17 psarc files

Hello, please tell me I give 3 mods of white armor of the Ghost on the PC in the psarc folder, then I go into the game but new armor does not appear, maybe I need to throw it somewhere in another folder or somewhere else?
