I change my ship to a powerful "Raiden" fighter, but sometimes can't use.

Anyone help? Could this problem be solved by any mod?  I change my ship to a powerful "Raiden" fighter, but sometimes can't use. This problem often come out after I used another space ship, when I try to use this "Raiden", It show up eveytime on the top of the ship factory tab, say about my driving level is too low. but I have already update my driving skill most highest. So I must sell my ship and repurchase it, or change some high level ship unit to lower and make it as my private ship, and then put the higer unit back to my ship. too trouble now.
