Vortex incapable of recognizing installed mods as part of the collection

I made a collection and it worked, initially, without any issues, then I went to reinstall it without changing anything, with fresh installation of both Skyrim, and Vortex, and ran into the same issue every single time. This is the collection 1k-2k Textures for ESO-UI Mod List | Skyrim Special Edition | Nexus Mods

When installing the collection, Vortex will say downloaded 100% and during installation it will suddenly say there are 9 mods not installed nor downloaded:

The archives for these mods are in the Downloads folder, and the mods are, in fact, installed and enabled. But Vortex just pretends they are neither downloaded nor installed. 

Edit: if I do hit "resume installation" for the collection, Vortex will redownload the mods, install them as different versions (duplicates) and enable them as duplicates, and it still shows them as "Download Pending" in the collection page.

This can be reproduced with the collection. 

The collection was created with Vortex 1.11.7, and the issue persists with the same version of Vortex. 

This completely bricks the collection and its installation process because Vortex will just ignore the load order specified by the collection, which demonstrably worked when the collection was created and published (in the Collection description I have a video linked showcasing the working collection). 

Furthermore, I cannot edit the collection from my other PC because it cannot be installed due to this issue.
