manage file conflicts wont let me change which mod is used

i am trying to change which files are being used for a voice mod for skyrim se. even when i click the correct one i want, it doesnt select it, and reverts back to the default. clicking the non default mod does nothing. i know that file conflict manager allows me to change which file is used in other mods JUST FINE, so i am not sure why this is happening. even in my mod rules, the mod i want to use is set to "before everything", so theoretically it should allow me to change it to what i want, yet it isnt happening. i tried using the vortex option of reinstalling the mod to fix it, and that didnt work.
