I can't get mods to work for Subnautica on steam

Hi, I've been trying to install some mods to help me find more time capsules (more time capsules and scannable time capsules) but can't get them to work and I'm not sure why. I followed a step-by-step guide on how to mod the game and I've followed the method to the best of my ability (installing the correct core mods etc). I've attached a screenshot of the mods in my main subnautica folder, and another screenshot of what is in my plugins folder. If anyone has any ideas on any fixes I can try, please suggest them any help is appreciated, thank you.
