Starfield overriding default dialog.

Spawn a base game lvlActor, add to my priority 50 then 90 then 100 quest and activate talk. 

They always cycle through TWO default what, hello, yes, howdie  mumbles before triggering my player activation quest hello. 

Then two more default mumbles and then quest hello, repeat ad infinitum. 

Given that the actor is not in any other priority 100 quests, WTF ... anyone hit this and found a solution ?
