HDR brightness bug when looking at something/random dimming? [pictures]

I genuinely don't understand why this happens. It happens with all weather mods, EXCEPT Nevada Skies for whatever reason. When I'm looking at something, it goes from dim to bright constantly. Like I'm having a seizure. It's horrendous. The same thing happens when looking at the ground, except it gets brighter.

Can anyone help me find a way to completely disable this effect without getting rid of HDR? Or is it mandatory?

Not a bug, it's a feature called "eye adaptation" and I'm pretty sure it can't be removed without also disabling HDR.
