Cannot talk to the jarl of winterhold about becoming a thane because the jarl wasn't actually a jarl.

If you accept the main quest and don't finish it, you won't see any dialogue options. Do the quest, after that he will transform you into a Thane.

Ok, if that still doesn’t work I’ll let you know.

edit: Also I cannot talk to the jarl about becoming the thane of Winterhold even on a new save game because the jarl doesn’t not have the jarl rank which makes him not sit in his throne, and it also happened to the jarl’s steward in Winterhold where the steward does not have a steward rank, instead the Jarl and his steward are just acting like normal citizens when I talk with them instead of showing up their own dialogue options. 
 

Are there any way to fix this?

Even after completing the imperial civil war questline, Kraldar doesn't become the jarl, and the steward is still not a steward. (Winterhold)

None of these worked, I had the same problem from this link On this Forum cant-become-thane-of-winterhold-console-commands-not-working/.

But I won't find a solution to this, can you ask your friends or someone who can help fix this, I wanted to become the jarl's thane in all nine holds.

Plus I don't have the Civil War Overhaul installed but I wished soeone could tell me how to fix this.

Hello.

Look, like i told you before i really can't help because i don't know why this is happening.....this can be caused by many variants like:

1- Script error.

2- Incompatibilies with mods..

3- Missing plugins...

4- Mission bugged in incorrect order...

And the list goes on and on.....

I don't know witch mods are you using or your Skyrim version, but for now the only thing i can recommend is install the most common fixes mods out there, heres a list:
