Download speed is fine but Install is abysmal

Just downloaded Vortex on my Ally X and added FNV and Skyrim. Downloaded the collection for FNV just fine, but when I attempted the same for a Skyrim collection it took ages to install. The collection was entirely downloaded and 37% installed. I just had to leave the ally running all night and when I woke up it was done. I have since deleted that collection and am now downloading a different one and am running into the same issue. Download is currently at 23% complete and install is at 7%. I'm at a loss, my CPU is at 16%, my memory 55% and my disk fluctuates between 11,5, and 0.
