Skyrim: SOS - Protective Undies Salesman Quest

The idea is to have Bjorn in the SOS Shop hire the player to go around selling undies to NPCs.  When enough are sold in a town, the player can contract a shop in that town to sell undies.  Gradually, all NPCs start wearing them. 

I love SOS and all the skimpy and revealing armor mods out there.  However, having everyone's junk swinging around all the time makes it hard (pardon the pun) to get any quests done.  I think the SOS - Protective Undies mod is great (https://www.nexusmods.com/skyrim/mods/38760 too bad the author moved on 11 years ago.) I also like the undies worn by Visky followers (viwi) and other mods.  For my play-throughs, I used xEdit to add an appropriate pair of undies to most outfits (except beggars, bandits, Forsworn, Companions, and others that seemed would be free-balling.)  I thought a quest would be fun, but I have no idea how to create one.
