How to Prompt Update in Steam?

I posted on Reddit and Steam community about this issue but I thought I'd ask here as well just in case. My current Skyrim SE version is 1.6.640, and I know the most recent is 1.6.117. From what I can tell, the most recent SKSE along with several core mods won't seem to work unless I have 1.6.117. However, I can't figure out how to get Steam to update the game. It's as if there is no update available. I have settings set to update automatically. How can I get to 1.6.117 so that I can try and figure out my mods from there?

I've been troubleshooting problem after problem this week and every day it's a new thing. Last time I attempted to start a new game at version 1.6.640, SKSE wouldn't work (v 2.2.5 or whatever the most recent is) because I'm guessing it wasn't compatible with my game version, and all my mods were disabled. Tried several fixes, disabling mods, clean slate, etc. and I'm just assuming it has to come down to 1.6.640 not being the right version of the game to work with right now?

The Update button isn't there on the game's page in your Steam Library section..?
Oh, and yes, SKSE version 2.2.5 is not compatible with game version 1.6.640.  I'm pretty sure both versions 2.2.4 and 2.2.5 were meant for the game version(s) that came came out early December.
EDIT: just confirmed it, SKSE 2.2.4 was for game version 1.6.1130.

Nope, no update button. Shows last update 1.6.640 Sept 20th, 2022 and says the game is up to date. Setting are on automatic updates as well. I'm wondering how to prompt/force Steam to look for new updates since there obviously is one. I did find the right version of SKSE for 1.6.640, but then some mods like USSEP only support version 1.6.117, so I don't know what to do.

I have verified game files, and I did also find SKSE 2.2.3, but mods like USSEP only support version 1.6.117 so I'm not sure what to do. I haven't done anything outside of Steam that I'm aware of to prevent updates. I have automatic updates on. I hadn't played for like a year and after connecting to wifi it updated to 1.6.640 as if that was the most recent update.

Something has been done to keep Steam from seeing the game files properly, I renamed the appdata.manifest to keep updates at bay, but Steam still shows that I need to update.  Check the pinned thread on how to keep Skyrim from updating to see if you changed anything else.

At this point, you might as well move on to the newest, which is, AFAIK, 1.6.1170.  That wiki will also have information on mods that are up-gradable or otherwise.  Make sure that you get the proper Address Library for the game, as well.

I'll have a look at all that then and try to find what might have happened. I did just move my Steam library to a new folder outside of program files (still on C drive because I don't have another hard drive), but the update issue was happening before that.

Just attempted this, the manifest IDs were already the same as the ones at https://steamdb.info/app/489830/depots/?branch=public and the read only box was already unchecked. Still no update detected for Skyrim SE past 1.6.640. Is there anything I can do to prompt Steam to look for an update manually? Even when I look at the News tab for Skyrim SE in the Steam Community on my account, it doesn't show any updates after Sept 2022. I don't get it...

Yeah it's fine to have it on C drive, just not in the Program Files, if one is going to use mods.  It's perfectly okay to have the game in PF if one is just playing without mods though, AFAIK.  Someone correct me if wrong, if need be.
