Mod faction inons not showing in game

I cannot get my mod's changes to faction insignia icons to show up in game.  I see the replaced faction icon in the creation kit but not in game.  My mod is last in the load order.  I've tried using vanilla faction icons to test whether the problem is my icon texture but even vanilla  icon don't appear when I save them in creation kit.  I use the exact path structure as the vanilla  faction icons.  I've tried to make the save with two versions of the construction kit and the icons still don't show in game.  The extended creation kit results in the same outcome.

 

Is the icon save feature broken in the faction window of the creation kit.  I know there are mods that have introduced new faction icons.

 

What am I doing wrong?

This is a general forum, so you should include the name of the game in the post title, or tag the post.  You can also find the game-specific forum by clicking on 'Game Communities' under the Browse menu, then scroll down to your game, or search for the game title.  You have to join that game forum to post, however.
