Skyrim Blurred Textures

Looking for help troubleshooting an issue I can't figure out.

Whenever the game is launched in full screen, all the textures are blurred/lighting is broken. They become normal as long as the camera is moving but revert back when it isn't. The issue doesn't occur at all in windowed mode and can be consistently fixed by tabbing out and back into Skyrim. It affects modded textures and lighting as well. 

-All settings maxed, 1440

-Completely fresh install of Skyrim (only thing installed is skse, which isn't being used, though the issue persists when launching through skse. Occurred before fresh install as well)

Any help would be appreciated, tried pretty much everything I can and changed and every launch option
