Mcarran tower disappearing when i look left.

Mcarran tower is disappearing when i look left. i don't know if its an LOD issue or a mod issue. Mod list: https://pastebin.com/zbtFWSYb, i re-installed my game and without any lods generated it pops up when i move closer to it. I assume im doing something wrong with generating LOD files or its my INI settings that provide smoother gameplay. I am using someone else's downloadable INI settings so i will provide that link for you to check it out and see if its good or not. any help is appreciated, I'm also willing to read mod guides if anyone can provide.
