Constantly getting network connect not permitted error

Like the title says I get this error anytime I use vortex. Ive tried allowing vortex through my firewall and that did nothing. Ive disabled the firewall completely and it'll work sometimes. I have nothing other than windows defender for protection and my network has 0 restrictions. Ive even tried changing the premium server and that does nothing either.
