mTORjaeger
In its vanilla state the game does not properly reward players for taking risks and venturing into dangerous territories. This is because the loot one gets depends on the player level just as well as on the enemy level. Killing a level 90 enemy at level 1 will never give you an advanced hard target, but killing that same enemy at level 70+ will. This indiscrepancy is not only unrealistic but also unrewarding. My proposition would be to create a mod that removed the player level from the equation when rolling enemy (and chest) loot. There already is a mod out there that kind of solves this by removing level requirements from weapons altogether (https://www.nexusmods.com/starfield/mods/8028?tab=description) but this is a rather crude solution which causes unrealistic situations and will make the early game unbearable. This mod basically allows any enemy to have any weapon, meaning there are level 1 enemies using and dropping advanced magshears. Upon starting a new game the player thus needs to face enemies that instakill them due to their advanced weaponry. Like I outlined above, the weapons & armor equipped and dropped by enemies should scale with enemy level, independently of the players level. I unfortunately have no experience modding and would be delighted if someone else feels this is a good idea and would be interested in implementing it!
