VRAM and RAM used to almost 100%

Hello, guys! How much vram and ram do your modded Skyrim use? Though I've recently updated my PC from GTX 1660 Super and i5 10400f to RTX 4060 (8 GB VRAM) and Ryzen 7 5700x, I've got some problems with ram and vram management. I have installed some graphics mods (some high poly models and high resolution textures with parallax) but for some reason but new system struggles to eat it all. 

My specs:
aorus b450 elite v2
RTX 4060 Ti 8 GB
Ryzen 5700X 8 Cores
16 Gb RAM
SSD Kingston

Some of my mods:

Fantasia Landscapes 4k Parallax (4k textures for Landscapes)
Illustrious Whiterun 4K (Parallax textures)
Capital Whiterun Expansion
Blubbo's Whiterun 
JK's Skyrim
JK's Whiterun Outskirts
Fortified Whiterun|
Lux Via
Lux Orbis (+ all the patches to make all these plugins work together)
Some small mods increasin polycount of some objects
+ Rudy ENB for Obsidian Weathers

My previous graphics card (1660 Super with 6 Gb Vram) seamed to cope well with high resolution textures and ENB (around 40 FPS). Does it really that all these mods + Parallax textures load my new hardware so much? I get my VRAM and RAM used almost to 100%. My FPS is 60 with new hardware but when I move my camera the game stutters. Maybe I'm doing something wrong?

P.S. When I was capturing these screenshots I even disabled 4k parallax textures for Whiterun (leaving only Noble Skyrim) but VRAM and RAM usage is still high.

With a 4k monitor (144 Hz, I think), and a lot of 4k textures, my vid card ram ranges from 8-19 gb (has 24 gb on the board), and another 6-8 gb of system ram (64 gb on the mb).  Might be that you just need to tone stuff down to the 2k range instead...

Well, I play on Full HD monitor so that's really strange. God of War Ragnarok with Ultra settings has better performance than 10-year old game.
