[FO4] Fixing Settler AI by disabling it

If you have heavily modded Fallout 4 on a pretty sub-par setup you may have notices the Settler AI just giving up and doing nothing, and just standing there like zombies. Even if they have been assigned a job as a farmer, vendor, scaveger, guard, etc.

This is due to the game being overwhelmed by the amount of scripts it is executing and the settler AI is not an essential script so it just ignores those scripts in favor of more important stuff. When you enter a settlement looking to sell your excess water, junk or other items you then have to play where is Waldo with the settler vendors, because the Ai decided to just give up on the way to their shop counter. Plus you will find settlers standing in random places, hallways, staircases, corners on roofs, etc. This is unimmersive and annoying.

My solution does not take away the unimmersivenes of the settlements, but it does take away the annoyance. My solution is to disable the settler AI to the point they just stay at their assigned job site indefinetly, not going to sleep or not going to the bar or not wandering around. The farmers will forever be beside their crops, the vendors will stand indefinetly at their shop counter, the scavengers will be beside their scavneging stations as long as they are assinged to them. This will in theory fix the standing around in random places like lobotomy patients issue. They will become just static decorations to the settlement, only reacting when attacked.

I have not found a mod that does this so I am posting here. I am not a modder or programmer so making a mod like this is out of my wheelhouse, but if there is a modder that agrees with my idea, I would really appreciate it if they made a mod that does something like this. {I have tried some settler AI mods, but they do not work for me, because my PC is a old potato that can only run a heavily modded Fallout 4 on the lowest settings posible with many performance mods}
