We are trying to create a Ghost Follower--and failing

We built, outfitted, and added our intended ghost-follower to all factions.  We applied the default ghost script.  We added the NPC to our preferred cell and location. And ctrl-F4. 

In game, the NPC does not appear as a ghost, and does not offer the Follower-Dialogue Options.   We tried to test the NPC in game by using coc from the Skyrim SE Start-Menu screen to go to the NPC location. 

We had about two minutes to contact our NPC when the load screen intruded and started the game's Intro-Cart scene? Is this happening to other CK-modders and users trying to test mods in SRSE?
