The weather is using god mode and realistic weather mode.
However, this phenomenon occurred even before realistic weather was used.

Koreans say it's because they use texture mode...
However, there is no texture mode in use.

I've seen people who reported such bug in the unmodded game, but weather changing mods such as Realistic Weather can increase a chance of it appearing. If you don't use any texture mod, then it certainly it's not the cause. 

So, you have Realistic Weather installed. I've read some users' having issues with the rain in this mod's comment and bug sections. I suggest removing Realistic Weather and playing some time without it, there certainly should be fewer situations when it rains inside buildings. Play the game for some time without Realistic Weather and write here if it got any better 😉

Well, a mod that changes an armour's textures is a texture mod. But a mod that changes only some armour shouldn't affect the rain in any way. 

Okay, if removing Realistic Weather didn't help, I have a solution. You need to have the command console enabled in the game- if you don't have it, I'll tell you how to enable it, it's easy. Open The Witcher 3 directory, find bin/config/base/general.ini

In general.ini, write DBGConsoleOn=true 

Save the file, start the game and press @ or # or F2 or the tilde key to open the console. If you are underground or in a building and the rain still bothers you, write stoprain and press Enter. If you want to bring the rain back, open the console and write makeitrain, press Enter.  This should help you and you can keep the mods you've been using.
