After installing mods and opening Skyrim: Special Edition through Script Extender, I can no longer move my character nor open inventory

I can still open the menu, look around, access console commands, use the map through the menu. The rest of the keys do not work when in the game.
I've tried using the enableplayercontrols and resetai console commands and that doesn't work. Restarted my PC and the game multiple times to no avail. I have also reset to the default keybinds with that not working either.
Opening the game without any mods doesn't work either and still has the character locked in place. But I did try opening a new save file with no mods and was able to move. I backed out and re-entered all the mods and it was back to being locked. So it would seem that once the mods are used once the character becomes locked.

The list of mods I'm using are the following:
Immersive Citizens - AI Overhaul AE
Unofficial Skyrim Special Edition Patch
Wet and Cold SE v2.4.0
Static Mesh Improvement Mod - SMIM - SMIM SE 2-08
Immersive Patrols (Main)
Relationship Dialogue Overhaul - RDO Final
Better Dialogue Controls v1_2
Realistic Water Two SE v5.71
Enhanced Blood Textures
9.0.1 A Quality Map - Vivid with Stone Roads
SkyUI_5_2_SE
Skyrim Script Extender (SKSE64)
Address Library for SKSE Plugins - All in one (1.6.X)
Vanilla HDR
Community Shaders
Complex Parrallax Materials

After going through and enabling each mod one by one, the problem has turned out to be the Community Shaders. For whatever reason with it enabled it locks my player in place once in the game.

If anyone has any idea why this would be, please let me know. Otherwise this problem has been solved.
