It makes logical sense that you can't pickpocket NPCs wearing power armor or any gear that heavily restricts access to their bodies/pockets. The only opportunity to pickpocket them would be when they dismount from their power armor. However, persuading them to do so would require a Charisma level of at least 10, making it a challenge. This approach provides a more vanilla method of making fusion cores and power armor harder to steal from Brotherhood of Steel soldiers or any other, without entirely disabling the pickpocketing mechanic
