Is how you judge the size of a mod, kid? This isn't a whole new map mod and even the ones like Bruma, Cyrodiil or Hammerfell weren't even a big as 3 GB in their first patch. This is just a small new island location. And do you know what determines the size of a mod? HIGH TEXTURES. Had this mod author used vanilla textures to create this mod, this wouldn't even be a 1 GB file. If anyone who's smoking crazy sh!t here, it's you, buddy.
