I don't think there is a way to mod the game at the moment, seeing as the only "mods" right now are reshade and character presets, which don't actually mod the game itself. Cheat Engine can probably be used to alter the slider values of the scalp scale and others that correlate to head size beyond the in-game character creator minimum limit to achieve smaller heads I believe. Provided you can find the values.  I've been trying to do this with body proportion/body shape slider values but haven't found them yet.

Someone experienced could make a CE Table with these features. I made a thread about this

There is a CE table on fearless that is being worked on but all anyone cares about are the cheats like maxing faction, materials, unlocking all cosmetic outfits etc etc. The interesting options always come last if they come at all.

We'll see if anyone contributes any CC options to the table but I won't hold my breath.

Dwarves aren't the same as halflings. That said, Dwarves actually look perfectly fine in this game.
