Newbie asking for help

Hi guys.  I'm 57 and I've never been good at computers or programming, so I'm unlikely to be able to create my own mod, so I decided to ask for help here - maybe someone can do it.
I have an idea for a character concept: a tank summoner who fights on the front lines while their minions attack enemies from a distance. This character would have a switchable ability available from the start of the game. When activated, the ability adds 50% of the character’s maximum Magicka to their Health and Armor Rating but reduces the damage they deal by 50%.
If it is not difficult and someone has free time - please create such a mod.
