Help With Viva New Vegas Installation

So I'm trying to make New Vegas actually run without crashing and decided to give this a shot, but about halfway though the installation tutorial for VNV I got stuck because I couldn't figure out what to do. In the utilities section of Viva, it says to extract the archive of the FNV BSA Decompressor and then run the extracted file, but from where? After a while I figured out I have to install this one from Nexus manually, but then how to I get it onto MO2 to run? I think I need step by step instructions for this and the rest of the manual install mods (VNV's guide just isn't cutting it in terms of being idiot-proof) because I'm totally new to modding and just don't know what I'm doing :p
