Change the metal walls of NCRCF to concrete walls

Had a idea to replace all the outer walls of the prison with concrete walls instead. This is a idea purely for roleplay purposes to go along side the Claim the Mojave mod. to turn the prison into a fort by doing away with the weak see-though walls of the prison.

Yes I know doing so might make make doing the "I fought the law" quest impossible but you don't have to do that quest.
