Was wondering if it's possible for a modder to make a D2R mod to raise max chance to hit from 95% to 100%?

Kind of frustrating never being able to get to 100% without using Smite or something

Maybe it's not possible, as I'm surprised it hasn't been done yet to my knowledge, but sure would love a mod for this!
