‘A Cornered Rat’ - quest doesn't start and unusual error

I have an error after completing ‘Diplomatic Immunity’. After finishing Delphine's dialogue and the quest, the next one, ‘A Cornered Rat’, doesn't start for me. I've read that in the past, before the game updates, this error used to happen, but I don't know the cause here. I have the latest version of the Unofficial Skyrim Patch. I backtracked to older saves to replay ‘Diplomatic Immunity’ but still couldn't start the quest. The MQ203 5 setstage works, but although Esbern has his lines of dialogue for the quest (dialogue with Delphine), I can't enter dialogue with him afterwards as he keeps repeating his lines from before start ‘A Cornered Rat’ as he was locked in the sewers.
I'm wondering, if there is no way to start ‘A Cornered Rat’, is there a way to have normal dialogue with Esbern after going to ‘Alduin's Wall’?

If you have not already:

> Back up ALL SAVES.

> Turn *OFF* TPD.

> Go to a prior save B/4 this quest starts and see if it fixes it.

I have read where this sometimes can be an issue and a work around was to turn it on AFTER you get Diplomatic Immunity and Cornered Rat.

I tried turning the mod off, but unfortunately ‘A Cornered Rat’ doesn't start. Unfortunately, the saves I have from before the start of ‘Diplomatic Immunity’ are from dozens of hours ago and it's a shame to lose so much time from gameplay, especially since I don't play often. Therefore, I may even skip ‘A Cornered Rat’. I'm curious, after entering setstage MQ202 5 and starting ‘Alduin's Wall’, is it possible for Esbern to have up-to-date dialogue and not repeat lines from before ‘A Cornered Rat’ when he was locked out as I try to enter dialogue with him?

Other than what I suggested, I really do not have any other ideas. 

I understand the frustration of " ...  I have from before the start of ‘Diplomatic Immunity’ are from dozens of hours ago and it's a shame to lose so much time from gameplay, especially since I don't play often. .." Is an understandable feeling, but it is what it is .... 

Like I said - BACK UP YOUR SAVES - that is the only way, sadly.

 

Try the Console Quest command, and see if that works?

Instead, I wonder if there's a way to have Esbern have the current dialogue lines after skipping the quest to "Alduin's Wall" instead of the ones preceding "A Cornered Rat." Because while he talks to other characters, his conversation with me is still as if he were locked in the sewers.
