Unlocking the Tale of the Tongues song before finishing the main quest

I love the Tale of the Tongues song, but by the time I finish the main quest (if I finish it at all) I'm pretty much done with the playthrough and never get to hear it. It'd be nice if it was available for bards to sing at the inn without having to finish the main quest.

If anyone wants to make it or has tips on how to make it, that would be great. I tried to do this myself by removing the condition for checking if the main quest stage was completed, but that didn't seem to do anything.
