[Mod Request] Indiana Jones and the Great Circle Cutscene FPS Unlocker

Surprised it hasn't already been done, but we need an Indiana Jones and the Great Circle cutscene FPS unlocker since the cutscenes are now capped at 60 fps, if it's even possible without compromising the animations.  Or even just some kind of .ini tweak. However it needs to be done. I'd do it myself, but I haven't the slightest clue how or where to begin.

If possible could someone make a mod in so that in Indiana Jones and The Great Circle ,when you hit an enemy in combat his hat doesn’t go flying off his head. It’s really annoying. It breaks the immersion when you hit a guy the one time and his 20 pound helmet goes flying off his head like it’s on a fishing line or something.
