LobbyOBungle
I'm having the same problem. I uninstalled the older version which was working fine, then tried installing the new version and now the application will not open, there is almost no response from my PC to show it is even trying to open the application. All it does is show the loading circle next to my cursor. The Vortex window never pops up. I tried uninstalling and reinstalling, even went back to the older versions. Restarting, shutting down. Task manager doesn't even show it opening. Then I got my housemate to try, and he found a way to improve the frame rate of task manager to see if it even pops up, and it does pop up for a split second. But that's it. He tried other things but I couldn't follow all the trouble shooting he was doing because I don't know anything beyond the basics before resorting to I.T professionals. Anyway, he hit a wall with his own knowledge, then sourced additional help from some kind of I.T website called Stack Overflow to pull up some kind of computer command console for the actual PC system. He got the codes and tried to force it open with code language and got blocks of errors, that simply put for simplicity sake say "GPU exited unexpectedly, GPU process isn't useable. Goodbye." I am now, after some weeks or maybe even a month going to try again, because I have been wanting to mod my Fallout New Vegas ever since I first played it on Xbox so many years ago and now that I finally have my own PC I thought I could finally do so, but apparently not. I don't feel like touching my PC because of how sad it makes me. I'm gonna try some of the things mentioned here but I don't have much hope of this working or that I'll be able to use the information here since PC stuff always seems so overwhelming. UPDATE: I got some more help from my housemate and he helped trying to install everything again, but instead of putting the vortex stuff in a desktop folder called "programs" where I like to put any programs that I'll be using, he tried putting the folder in where it wanted, in the default programs folder which was where the .net6.0+ or dot folder was and now the program works.
