Skyrim keeps crashing when i go near windhelm or Eldergleam sanctuary and i have no idea what to do

Its only 2 or 3 days since i started modding the game and 5 since i started playing. anytime i go near windhelm or eldergleam sacnctuary my game crashes to desktop and im pretty sure my load order sucks since i fixed things until it stopped giving yellow alerts in vortex notifs without any knowledge of what im doing.

My specs are:

ryzen 5 1600

gtx 1080ti

32gb of ddr4 2400mhz ram and the game runs on a 500gb hdd with 200gb of free space

Also on launch i get error popup from SKSE Plugin Loader:

It works without problems if i just click no and play except the crashing to desktop when i go near windhelm

Please help me with this, i was fixing problems more than playing the game and i just wish it worked.

i realized the list of mods in vortex isn't the load order
