Help on reducing stats

Hi guys,

I have a question about reducing the value of stats such as health/stamina/magicka. Is there an easy way to reduce them by a percentage rather than a fixed value?

I'd like to create an item that reduces these values by 50%, but I don't know how to do this and if it's even possible.
