It gives an outline for what information is needed to create a fully voiced NPC, as well as some information that should help them communicate their desires to whoever is implementing the NPC. I thought other people might find it useful even as a kind of checklist. If you have any questions or suggestions for improvements please let me know! You might consider posting it in the Creation Kit/Modding section of the forums as that's where the mod creators would looks for something like this. I didn't realise it was under the same category as Mods so I just thought I couldn't find the right place to upload it.
