[ MOD REQUEST ] I'd like to create a Fallout 4 NPC Mod for my Best Friend

So this year, I wanted to do something special for my best friend.

We've been through hell and back and one of our first bonding experiences was over the Fallout franchise. For years, I've always pitched the idea of creating a NPC version of myself and putting him in Fallout 4 as a random NPC. Though this started as a cool "What If" I wanted to make this year special - I actually wanted to figure out a way to do it.

My true concern is I'm starting to have mobility issues and I know one day I'm not gonna be able to go on the adventures we used to talk about. I have a lot of medical issues and its starting to show more and more.

I would also like to record lines to put in the game as well - I do part time voice acting work. I would love to work with someone to create this dream into a reality. I would be extremely grateful.
