[Mod Request] Turn OFF Tutorials

Can someone please make a mod that uses the BP Apparate, and basically allows players who feel they don't need the tutorials to turn them OFF?  would this be simple? I hope so, because I for one would like to use the BP Apparate Modloader and simply write in either

1. TutorialElementsOff

or

2. NoTutorialElements

Basically I'm asking for this because I don't know how many of you feel the same way, but I for one get fed up of having to go all the way through that long-winded tutorial every time I begin a new game
