Skyrim se skeever infestation scroll

I have an idea for a mod for Skyrim se. What if the skeever infestation card was a scroll in the game? Like when in combat, you use the scroll to summon two skeevers and when you do so, the spell is used up and then two more scrolls are added to your inventory and as long as you remain in combat, those scrolls will allow you to summon two more skeevers per scroll and each one has a bit more attack and a little bit more health which could visually be represented by them being a little bit bigger than the last ones you’ve summoned. And once you’re out of combat, the scrolls will go back down to level one. The scrolls can be purchased from any court wizard in Skyrim.

I basically want this card and it’s effects to be a spell/scroll in game. Seen as how the elder scrolls legends is gonna be shutting down its servers at the end of this month. and if possible, could this card be the icon instead of the scroll itself? I hope I’ve given enough detail.
