Skyrim SE steam npcs cant move while being stuck in running/floating animation

tried it with the mods enabled now and nope nothing changed i opened a new game and horses dont move

im starting to think the game is cursed

and when i said floating i didn't mean like flying to air they are stuck in floating/falling animations especcialy kids
