SkyrimSE Mods enabled and deployed, but only some active.

Pretty much just what it sounds like. I erased everything that was in my Skyrim mods and have started over, yet for some reason despite the fact my mods are downloaded, enabled, and deployed, most of them aren't active at all. the only two that seem to be functioning are immersive armors and SkyUI, but everything else doesn't activate. looking at Bethesda's in game mod order in the start screen, it says they are all active, then as soon as I start a new game, only the prior two are available. any idea on what's going on? Thanks in advance.

This happens for sure when you are using two mod managers, like Vortex and Beth's built-in.  You can use only one.  I prefer Vortex, since it handles all of the mods.  I think that there is/was an extension to allow Vortex to handle CC mods, like ones that are separately d/l and installed from Bethesda.
