Are you by any chance using the mod Always Best Quality?  That's what was causing this phenomenon for me when I first updated to 2.21.  The mod needed an update which the author has since provided.

I had this issue too after update. Found a reddit post about it, here's a paste of the comment that helped me:

After the update I had the same problem. For me the solution was simple. I copied the tweakdb_ep1.bin file from the \Cyberpunk 2077\r6\cache directory to the \Cyberpunk 2077\r6\cache\modded directory. I reloaded mods. I'm using only one mod, which allows you to fast travel anywhere, so I can't say how this situation looks, when you have more mods installed, but this worked for me.
