I use more thalmor dossiers. On the PC I see there are more dossiers available than on Xbox one. When you are in the embassy you of course find these. Which starts a seperate version of season unending where you host a meeting with everyone in the dossiers convincing the war is a Thalmor plot to weaken the Empire.
